Abstract

Mournersand customs join together in the march of Iraqi constitutional life. As the consensus between the parliamentary blocs. Which occur outside the scope of the constitution. Has become a constitutional solution to the constitutional crisis going through the country. By which the written text was passed article legal (76 /1) and replaced by a practical practice which is the consensus among them on a certain concept of the constitutional text that formed a crisis and contrary to what it states.
