Mesopotamian community was a developed community, consequently, it was necessary to creat a documentation system to satisfy the needs of that society and manage the government affairs and supply it with officers, clerks, and scholars who were efficent and had the needed qualifications to collect information, classify it, and write it down on cloy tablets. The Mesopotamians had practiced many different activities which were so developed and complicated, accordingly, the documentation system was vital factor to write: 1. Information needed for economic activities. 2. Information needed for laws and legislations. 3. Information on hymns, Omens and other religious purposes. 4. Information on scientific activities. 5. Information needed for teaching purposes.
