Be indicative of the program (12) meetings in counsels, and applied to the experimental group at the beginning of the second semester (2009/2010). Rate (2) meetings per week, and the program was implemented through (6) weeks. using statistical methods (Mann - Whitney), and (WL-Caucasian) on the pouch statistical (SPSS) by the computer. The results of statistical analysis, positive changes in the experimental group participating in the Counseling program, during the interval between Before and after tests, and more statistically significant, compared with the control group remained without Counsel.Which indicates that effective Counseling program in the development of emotional intelligence in college of Education students, and proved the continuing impact of the delayed during the test, which were applied (47) days of the post test. The Researcher Recommends, Establishing training and instructing courses to expound the importance of Emotional intelligence in our Social life and in work. and suggested, Establish a Counseling program to develop Emotional intelligence among students in other study grades.
