رقابة الأجهزة الإدارية المستقلة في العراق ودورها في مكافحة الفساد
الملخص
يهدف البحث الى توضيح دور اجهزه الدولة الخارجية المستقلة كديوان الرقابة المالية الاتحادية وهيئه النزاهة الاتحادية في مكافحه الفساد المالي والاداري وفي نفس الوقت تقويم عمل المؤسسات الادارية من خلال مدى التزامها بنصوص القانون والتعليمات الخاصة بعملها من اجل الارتقاء بمستواها. وتتركز اهمية البحث في ضرورة المحافظة على كيان الدولة من خلال ممارسه الرقابة الادارية على اعمالها بهدف الحفاظ على المال العام وضمان حسن سير المرفق العام بانتظام واطراد والارتقاء بمستوى الخدمات المقدمة للمواطنين من خلال القضاء على الفساد واسبابه. وتكونت هيكلية البحث من مبحثين رئيسين كل مبحث احتوى على مطلبين. تناول المبحث الاول الرقابة الادارية على اعمال الادارة فيما تناول الثاني مدى تكامل دور هيئة النزاهة وديوان الرقابة المالية في مكافحة الفساد. ومن اهم الاستنتاجات التي خرج بها البحث هي إن الرقابة الإدارية سواء الداخلية منها أو الخارجية، تعد من أهم الضمانات التي لها دور كبير في تقييم عمل الإدارة من أجل الوصول إلى أفضل الخدمات المقدمة للو للمواطنين وتقلل من أخطاء الإدارة، وبالتالي الحد من الأضرار بالأفراد.
