The sample included (78) administrative members belong to (26) sport unions in Ninavah. The data were analyzed statistically by using; T-test, Pearson correlation coefficient and factor analysis.The researchers concluded the following:1. Tow factors had extracted which (41) phrases were saturated upon it, which represented the scale of managerial planning.2. The first factor, which (31) phrases were saturated upon it, was called (managerial planning).3. The second factor, which (10) phrases were saturated upon it, was called (internal and external environment).
