الملخص
إثر ثورة 17 شباط 2011 التي عصفت بالنظام الليبي، دخلت البلاد في متاهة صراع مرير تعددت أدواته وأطرافه مما ترتب عنه شرخ عميق أصاب الاستقرار المجتمعي ,ومن خلال دراسة متغيرات البيئة الداخلية التي تعيق تحقيق الاستقرار المجتمعي كغياب السلطة الموحدة وانقسام مؤسسات الدولة وانتشار الجماعات المسلحة وغياب سيادة القانون وتعثر إجراء الانتخابات الدورية, ومن أجل فهم أعمق لجذور الأزمة الحالية خلص البحث إلى أن استمرار الصراع على السلطة وتعدد مراكز القرار أدى إلى إضعاف الدولة وتكريس الانقسام، مما يستلزم حلاً سياسيًا شاملاً. ويهدف البحث من خلال ذلك إلى تقديم رؤية تحليلية تساهم في دعم جهود بناء الدولة وتعزيز الاستقرار من خلال توحيد المؤسسات وتفعيل المسار الانتخابي، وبناء منظومة قانونية وأمنية فاعلة تحترم سيادة الدولة وتخدم الصالح العام . إي ان ليبيا شهدت العديد من المتغيرات الداخلية التي أثرت على الاستقرار المجتمعي ومن أبرز هذه المتغيرات: تاخر بناء مؤسسات ديمقراطية ، والانقسامات العسكرية، وتداعيات الأوضاع الاقتصادية، وتأثير الجماعات المسلحة، وتنامي دور القبيلة، بالإضافة إلى التحديات الأمنية, هذه المتغيرات مجتمعة تسببت في حالة من عدم الاستقرار المجتمعي والانقسام في ليبيا .
