الملخص

يتناول هذا البحث أثر القيم الاجتماعية على صنع السياسات العامة في العراق خلال المدة 2005-2025، منطلقأ من فرضية مفادها أن القيم الاجتماعية تسهم في توجيه السياسات العامة من خلال تشكيلها لتوجهات الأفراد والمؤسسات، وفرضها قيودأ اجتماعية على صانع القرار. وتعتمد الدراسة. وتعتمد هذه الدراسة على المنهج الوصفي التحليلي لوصف القيم السائدة وتحليل انعكاسها على عملية صنع القرار. كما يستند البحث في إطاره النظري إلى مدخل النظم لديفيد إيستون لفهم العلاقة التفاعلية بين القيم كمدخلات اجتماعية والسياسات العامة كمخرجات للنظام السياسي. وتكمن أهمية الدراسة في ندرة الأبحاث التي تناولت هذا الموضوع بشكل معمق، ما يجعلها مساهمة نوعية في الأدبيات العلمية. وأخيرأ توصل البحث إلى أن القيم الاجتماعية في العراق لاتقتصر على تنظيم سلوك الأفراد، بل تسهم في تحديد أولويات السياسات وشرعيتها المجتمعية، كما تعاد إنتاجها من قبل النظام السياسي عبر التشريعات. كما أظهرت الدراسة وجود صراع قيمي بين القيم التقليدية والحديثة، وأن صناع القرار غالبأ ما يتأثرون بالقيم الاجتماعية أكثر من التوجهات السياسية، لاسيما تحت تأثير القيم الدينية والعشائرية والقومية.
