    Today's world is ethnically, nationally, religiously, linguistically, tribally, culturally, and politically diverse. Therefore, it is not possible to impose an idea on society through the language of violence, even if it is correct, as long as it is a human interpretation and not a heavenly text. An ethnically diverse society requires Managing it: a number of skills, which is the responsibility of the state authorities, because the state has a duty: to preserve and manage public order, in a way that guarantees the protection of civil peace, without curbing individual, intellectual and political freedoms, as long as ideas and opinions do not conflict with the topic: civil peace .
